Technical guidance documents (TGD) are available on the Department of Environmental Protection’s (Department) web site at www.depgreenport.state.pa.us/elibrary/. The ”Technical Guidance Final Documents” heading is the link to a menu of the various Department bureaus where each bureau’s final TGDs are posted. The ”Technical Guidance Draft Documents” heading is the link to the Department’s draft TGDs.
Ordering Paper Copies of Department Technical Guidance
The Department encourages the use of the Internet to view and download TGDs. When this option is not available, persons can order a paper copy of any of the Department’s draft or final TGDs by contacting the Department at (717) 783-8727.
In addition, bound copies of some of the Department’s documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.
Changes to TGDs
Following is the current list of recent changes. Persons who have questions or comments about a particular document should contact the person whose name and phone number are listed with each document.
Draft Technical Guidance: Substantive Revision
DEP ID: 393-3301-003. Title: Turbidity Reporting Instructions for Public Water Systems Using Filtered Surface Water or Groundwater Under the Direct Influence of Surface Water (GUDI) Sources. Description: Guidance is necessary because of significant revisions due to the 2018 General Update to the Department’s Safe Drinking Water regulations at 25 Pa. Code Chapter 109 (relating to safe drinking water). Revisions to the draft TGD include:
1. Removed specific references to individual regulations (for example, Filter Rule, IESWTR, LT1 ESWTR, LT2 ESTWR) and combined into ”Filter Rules.”
2. Updated CFE monitoring from every 4 hours to continuous.
3. Updated IFE monitoring to include all filtered systems.
4. Updated Membrane PLR requirements from 0.3 NTU to 0.15 NTU.
5. Updated SDWA-5 form (paper and DWELR formats).
6. Updated scenarios with new regulation requirements.
7. Other changes specified in the 2018 General Update.
Written Comments: Interested persons may submit written comments on this draft TGD through Monday, July 12, 2021. Comments submitted by facsimile will not be accepted. All comments, including comments submitted by e-mail must include the commentator’s name and address.
