MINIMUM QUALIFICATIONS
Minimum of eight years of progressively responsible experience in the maintenance and repair of heavy mechanical equipment, at the journeyman or master level, with three years in a supervisory role. Must possess a high school degree and experience in maintenance and repair of mechanical and electrical equipment, or a combination of equivalent education and experience to perform duties. Must possess a PA DEP Class WA-2,7,8,10,11 Water Operator Certification or the ability to obtain certification within four years from date of hire. A certified incumbent must obtain certification within one (1) year for the Water Sub Classifications of any additional treatment added at the Water Filtration Plant. Must obtain certification for Pennsylvania Underground Storage Tank Class A/B Operator Training.
REQUIREMENTS
Must pass a criminal background investigation, pre-employment physical, and drug test.
NATURE OF WORK PERFORMED
This supervisory position is responsible for providing oversight of all maintenance and service functions at the Water Treatment Plant, including mechanical, electrical, plumbing, buildings and grounds, and technical functions including electronics, computer, SCADA, PM and CMMS. This job requires organizational and administration expertise for effectively managing personnel of the Water Treatment Plant to ensure the production of water in sufficient quantities and qualities to meet system requirements.
EXAMPLES OF WORK PERFORMED
Plans, schedules and supervises the physical and technical maintenance work of the plant and trains employees in mechanical, electrical, plumbing and technical maintenance; ensures all maintenance regulatory obligations are completed; reviews equipment maintenance history files to analyze plant equipment conditions and recommends corrective measures; assigns employees tasks, instructs them in proper and safe performance of work, and familiarizes them with rules and regulations and enforces same; prepares parts list and orders spare parts, maintenance materials and supplies; schedules and supervises the work of outside contractors; maintains employee attendance records and performs payroll data entry; establishes and maintains a preventative maintenance program.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the physical and technical maintenance requirements of water treatment plants; ability to review, plan, organize, and coordinate maintenance projects both in house and using outside contractors; positive leader, with good leadership and organizational skills; thorough knowledge of safe work practices, formulates plans of action, and ensures their compliance; working knowledge of water treatment regulatory laws, rules and regulations; extensive mechanical, electrical and plumbing experience; knowledge of Windows Operating Systems, Predictive/Preventative Maintenance Programs and Computerized Maintenance Management Systems; knowledge of computer data bases
such as work orders, purchase orders and inventory; knowledge of SCADA Control Systems.
