The Pittsburgh Water and Sewer Authority is seeking a candidate for the position of Steamfitter.

Summary:

The Pittsburgh Water and Sewer Authority is seeking a candidate for the position of Steamfitter.  They will install, maintain, support and repair heating, air conditioning and ventilation systems in all PWSA buildings including new or replacement heating, air conditioning and ventilation systems in new or existing PWSA facilities.

JOB DESCRIPTION

Union:

This position in included in the Pittsburgh Joint Collective Bargaining Committee (PJCBC) and will be filled in accordance with the provisions of the Collective Bargaining Agreement

Duties: 

  • Install and maintain piping systems, supports, and related materials.
  • Test and/or operate hydraulic and pneumatic equipment for heating and cooling systems, as well as other mechanical systems that use piping.
  • Repair and replace leaks on piping systems, thermostats, and valves.
  • Repairs furnaces, boilers, steam, hot water and condensate pipes and associated components.
  • Repair refrigeration and air conditioning units of all sizes and capacities and related appurtenances in all PWSA buildings.
  • Install new or replacement heating, air conditioning and ventilation systems in new or existing PWSA facilities.
  • Performs preventative and corrective maintenance and uses diagnostic tools and equipment associated with system repairs and installation.
  • Prepares parts and equipment orders for purchase as requested or required and may confer with vendors.
  • Performs work in accordance with established PWSA safety rules, regulations, policies and procedures in accordance with all applicable federal, state, and local regulations.
  • May direct the work of laborers and/or other personnel assisting on assigned projects.
  • Works with computerized maintenance management tools, maintains records, and prepares accurate reports, such as, but not limited to equipment operation, maintenance records, and work orders.
  • Performs activities and functions of related lower-level personnel.
  • Other duties as assigned.

 Background:

  • Applicant must clearly show 4 years of experience as a steamfitter.
  • NIULPE license and certification for Boilers preferred.
  • High School diploma or equivalent required.
  • Extensive knowledge of materials, tools, equipment and the procedure of the Steamfitter’s trade with competency at the journeymen’s level.
  • Knowledge of tools such as, but not limited to measuring, cutting, threading, hand and welding tools.
  • Understands the principles of the operation of heating, ventilation, and air conditioning systems, and of the safety hazards and precautions of the work.
  • Ability to carry out assignments independently and to follow both oral and written instructions.
  • Must be able to read and use sketches and blueprints necessary for job completion.
  • Some knowledge of computers and basic computer skills.
  • Ability to use and comprehend basic mathematics.
  • Ability to use and comprehend the results of diagnostic tools and equipment.
  • Establish and maintain effective working relationships with supervisors, associates, outside agencies and the general public.
  • May be required to work shifts and holidays.

This position will direct and manage all aspects of water treatment at the main Aspinwall Plant and the Microfiltration Plant and will be responsible for developing water treatment and testing protocols to ensure that water quality meets or exceeds applicable regulations at the Plants and throughout the water distribution system, as well as consumer expectations.

JOB DESCRIPTION

Duties: 

  • Receives general direction from the Executive Director, provides and supports protocols to the Senior Manager of Water Production on appropriate water treatment processes.
  • Directs and manages all aspects of water treatment at the main Aspinwall Plant, the Microfiltration Plant and throughout the water distribution system.
  • Supervises assigned personnel; schedules and evaluates work, provides training and/or technical assistant to staff as requested or required.
  • Ensures all relevant water quality and compliance protocols are established and implemented.
  • Ensures water quality meets or exceeds applicable regulations at the main Aspinwall Plant, the Microfiltration Plant and throughout the water distribution system.
  • Prepares and submits all required regulatory reports, as well as other critical information related to water quality, that will be reviewed by the Executive Director and Chief Legal Counsel.
  • Recommends strategic goals, administrative policies and procedures, and related work rules as appropriate to the Executive Director.
  • Administers, prepares, and monitors the annual budgets of the Department of Environmental Compliance and Laboratory.
  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policies, including union agreements to ensure fair and standardized treatment of employees.
  • Contributes as a key member of the Executive Leadership team and represents the Executive Director and the Authority in interactions with employees, the public, water customers, and other agencies and organizations.
  • Collaborates with Industry leaders and consultant advisors.
  • Other duties as assigned.

 

Background:

  • In order to be considered eligible, the candidate must have a Master’s degree in engineering, chemistry, environmental science, or related field of study. Advanced college degree in an appropriate field desired.
  • Candidates must have a minimum of 10 years of experience in the study and/or operation of water quality in a treatment or laboratory setting.
  • Department of Environmental Protection certifications: Drinking Water Class A and Class E, subclasses 1,6,7,8,10,12,13 preferred, and Wastewater Class E, subclass 4 preferred.
  • Extensive knowledge of federal and state water quality laws, regulations, and standards, including but not limited to those related to drinking water, the treatment process of drinking water, water distribution and water quality laboratory sampling and analysis.
  • Demonstrate ability to proactively self-direct his/her own work and the work of others.
  • Demonstrate ability to be responsive, reliable, flexible, and forthright.
  • Demonstrate ability to communicate effectively both orally and in writing.
  • Demonstrate ability to establish effective working relationships with other directors, supervisors, subordinate personnel, outside agencies, and the public.
  • Effective leadership abilities related to budgeting, operations, management of staff, technical training, and water quality operations.

JOB DESCRIPTION

Duties: 

  • Designs, tests, calibrates, operates, maintains and repairs electronic measuring and recording instruments, apparatus and equipment used to monitor and control Authority operations including the water treatment plant, chemical facilities, filtration processes and remote facilities.
  • Calibrates, repairs, and maintains analog, digital control systems, flow meters, and pressure sensors.
  • Identifies problems in the field and makes decisions utilizing independent judgement and analysis.
  • Directs the work of lower-level personnel on a project basis.
  • Maintains records, both manually and by computerized methods, and prepares accurate reports work orders and correspondence; may develop databases and spreadsheets using various software programs, such as Windows, Microsoft Office, Excel, and Access.
  • Installs electrical and electronic control systems for the Authority; installs repairs maintains and modifies all lighting and power circuits, fixtures, controls, motors, pumps and equipment that is operated from all voltage levels including signal equipment, pumps, lighting, cranes, instrumentation.
  • Performs electrical inspections for preventative maintenance; determines type and size wire, conduits, fixtures, boxes with proper voltage and necessary overload protection; modifies existing circuits and fittings to accommodate new and modern fixtures, equipment and controls; lubricates and maintains electrical motors and medium voltage switchgear and related equipment.
  • Install, repair and maintain solid state circuits to control remote pumps, transmit status and analog data, including chlorine analyzers, turbid meters, level transmitters, rapid sand filter control devices, flow measuring devices and Operator Interface Devices.
  • May work all shifts, evenings, weekends and holidays.
  • May drive Authority vehicle.
  • Perform activities and functions of related lower-level personnel as assigned or required.
  • Other duties as assigned.

 

Background:

 

  • Must have or obtain within one year, the City of Pittsburgh Master Electrician License.
  • Associate Degree in Electronics Engineering Technology or a related field.
  • Must have five years of experience as an Instrumentation, Electronics technician, Commercial electrician, or Industrial electrician. Equivalent combination of training and experience will be considered. City of Pittsburgh Master Electrician License preferred.
  • Considerable knowledge of the practices of electronics theory and related knowledge to design, build, repair, calibrate and modify electronic components, circuity and controls.
  • Considerable knowledge of software associated not only with computer, but also with peripheral equipment and apparatus that interact with the computer including digital displays, voltage modulators, differential pressure transducers and various other electronic components.
  • Ability to diagnose and repair problems with electronic circuit boards and their components. High level of skill in industrial electronics and test equipment and all peripheral components associated with process and control instrumentation systems.
  • Ability to read drawings on circuits, control devices, printed circuits and line diagrams.
